Ethiopia is rapidly emerging as one of the most remarkable electric vehicle (EV) success stories in the world. According to new data from Shaping Energy Transitions, nearly 5% of the country’s passenger car fleet is now electric, placing Ethiopia on par with the global and European averages and ahead of markets such as the United States and India in terms of EV passenger car penetration.

With approximately 15,000 electric passenger cars on the road, Ethiopia now holds the largest EV passenger car fleet in Africa, surpassing South Africa despite having one of the continent’s lowest motorization rates.

Policy-Driven Growth

The country’s rapid transition has been largely driven by bold government policies. In January 2024, Ethiopia became the first country in the world to ban the import of internal combustion engine (ICE) vehicles. The measure was accompanied by reduced import duties on EVs, tax incentives for local assembly, and ambitious electrification targets.

As a result, EV adoption has surged from less than 1% of the vehicle fleet to nearly 6% within just two years. The government is targeting 148,000 electric vehicles by 2030 while expanding charging infrastructure along major transport corridors.

At the same time, fuel subsidy reforms and rising fuel prices have further strengthened the economic case for electric mobility.

A Unique Opportunity for Electrification

Unlike many African markets, Ethiopia’s automotive sector has historically been constrained by high import duties, limited access to foreign currency, and low vehicle availability. These factors kept vehicle ownership levels among the lowest in the world while creating significant unmet demand.

The shift toward electric mobility, combined with broader economic reforms, is now helping unlock this demand and reshape the country’s transportation landscape.

Clean Energy Supporting the Transition

Ethiopia’s EV growth is supported by one of the cleanest electricity mixes globally. Around 97% of the country’s electricity is generated from hydropower.

The commissioning of the Grand Ethiopian Renaissance Dam (GERD) is expected to further accelerate this transition. With a planned capacity of 5,150 MW, GERD could nearly double Ethiopia’s electricity generation capacity and provide additional support for future EV adoption.

Chinese Manufacturers Lead the Market

Chinese automakers and technology providers have become key players in Ethiopia’s EV ecosystem.

Companies such as BYD, JAC Motors and Golden Dragon are expanding through vehicle sales, financing partnerships, local assembly projects and spare parts distribution networks. Their ability to offer affordable EV solutions has played a significant role in accelerating market adoption.

Challenges Remain

Despite its impressive progress, Ethiopia still faces several barriers that could slow future growth.

Most EVs remain concentrated in Addis Ababa, while charging infrastructure outside the capital is still limited. Vehicle ownership remains extremely low compared to regional and global averages, and access to financing remains a major challenge for consumers.

Electricity reliability also remains a concern, with power outages and grid constraints continuing to affect economic activity and infrastructure development.

A Model for Emerging Markets

Ethiopia’s experience demonstrates how strong policy support, targeted incentives and long-term infrastructure planning can accelerate EV adoption, even in low-income markets.

While challenges remain, the country has already established itself as one of the most advanced EV markets in Africa and a compelling case study for other developing economies seeking to accelerate their transition toward sustainable mobility.

As electric mobility continues to expand across the continent, Ethiopia is increasingly positioning itself as a benchmark for Africa’s EV future.
